Administration

Responsibility for granting membership in The Ohio State University Dorothy M. Davis Heart and Lung Research Institute (DHLRI) and for periodic review of members rests with the DHLRI director in consultation with the DHLRI Director’s Executive Cabinet (DEC). The DEC will review all members annually to determine continuation of membership status.

Definitions

Membership in the DHLRI will be based on the following principles:

1.  The DHLRI mission to support and promote heart and lung research extends beyond facility boundaries.

2.  Membership implies active, sustained contribution to the DHLRI mission.

3.  Membership by individuals holding other than faculty and research scientist titles requires written approval of that individual's faculty sponsor/supervisor (who must also be a DHLRI member).

4.  DHLRI Investigator Goals and Expectations are outlined in appendix A.

5.  Expenditure credit for grants conducted in DHLRI-assigned space will accrue to the DHLRI.  Please see appendix B (DHLRI Expenditure Credit Policy) for details.

     a.  Are aligned with a DHLRI program and are actively involved in either clinical or basic science research in an area of importance to heart or lung disease

     b.  Are (1) seeking peer-reviewed, funded support as principal investigators or project leaders, but are not currently funded, (2) serve as co-investigator on a peer-reviewed grant or author on an active heart/lung disease-related clinical protocol or (3) are funded at an amount less than the necessary funding level for Investigator status.

3.  Member

DHLRI members are individuals who are eligible to serve as PIs at The Ohio State University or collaborators at other universities or corporate institutions who are aligned with a DHLRI program and actively support the mission of the Dorothy M. Davis Heart and Lung Research Institute.

4.  National Scholar

National Scholars within the DHLRI will be appointed as eminent scientists in the United States who have an interest in collaborating with investigators within the Davis Heart & Lung Research Institute and spending time in residence in collaborative research or teaching within the institute. The national scholar mechanism is seen as a way of enhancing high-level collaborations and program building at the national level, with leading scientists from around the country.

5.  International Scholar

International Scholars within the DHLRI will be named as eminent researchers from around the world who have an interest and commitment to form collaborative links with investigators within the Davis Heart & Lung Research Institute. This appointment will support periods in residence of international leaders in cardiovascular and pulmonary research who will contribute to the research programs or educational programs of our investigators. The international scholar mechanism is seen as a way of enhancing high-level collaborations and program building at the international level, with leading scientists from around the world.

Review Procedure

Membership in the DHLRI will be reviewed annually by the Director in consultation with the Director’s Executive Cabinet.  If a DHLRI Investigator no longer meets the criteria for membership, they will be granted a two-year grace period to obtain peer-reviewed funding on projects relevant to heart or lung research.  The grace period will begin within two weeks after the end date of the peer-reviewed grant.   If a newly funded grant is obtained within the two-year grace period, membership at the DHLRI Investigator level will continue.  If the faculty member does not obtain peer-reviewed support within this timeframe, their status will be changed to DHLRI Associate Investigator.

Space Assignment

The primary mission of the DHLRI is to foster the highest levels of research related to cardiovascular and lung disease.  Administration of space in the Institute must support this mission and maximize the utilization of space for projects that advance this goal.

Assignment of space will be consistent with the Institute's mission and the DHLRI Space Allocation Policy, which are based on the following priorities:

1.  Faculty with cardiovascular and/or lung disease research grants and contracts funded by the NIH.

2.  New faculty whose primary responsibility is cardiovascular and/or lung disease research and who are highly distinguished investigators on the national or international scene.

3.  Faculty with cardiovascular and/or lung disease research funds from private, non-governmental sources.

4.  New faculty with an emphasis on cardiovascular and/or lung disease research.

5.  Faculty who have had active cardiovascular and/or lung disease extramural funding in the past two years.

6.  Faculty with cardiovascular and/or lung disease internal funding.

7.  Faculty with cardiovascular and/or lung disease expertise that is paramount to the Institute's mission.

The DHLRI director in consultation with the DHLRI Director’s Executive Cabinet, will conduct an annual review of all space assignments.  This review will be performed in conjunction with the Director's annual scientific review of DHLRI investigators, and will focus on the following criteria for each investigator:

1.  Research productivity

2.  Research funding (including both current and submitted grants)

3.  Contributions to Institute's goals
